The 3rd ASEANAPOL Contact Persons Quarterly Discussion (ACPQD), serving as the year-end meeting, was successfully hosted by the ASEANAPOL Secretariat (AS) on December 18, 2024, via virtual conferencing. This discussion serves as a platform for ASEANAPOL Contact Persons to present updates on the progress of resolutions adopted during the previous 42nd ASEANAPOL Conference and to address related matters and outstanding issues crucial to the advancement of ASEANAPOL.
The meeting was chaired by the Executive Director David Martinez Vinluan and attended by the designated Contact Persons from all ASEANAPOL Member Countries (AMCs). In his opening remarks, the Chairperson expressed his gratitude, appreciation, and warm welcome to all delegates for their participation and unwavering support of the ASEANAPOL Secretariat.
A key presentation was delivered by the Director for Plans and Programmes, Police Senior Lieutenant Colonel Nguyen Huu Ngoc, focusing on the progress, updates, and outstanding issues related to the implementation plan for the 42nd ASEANAPOL Joint Communiqué 2025. The meeting also emphasized the importance of enhancing operational efficiency in addressing ASEANAPOL’s 10 core crime areas, which include drug trafficking, trafficking in persons, wildlife crime, cybercrime, and maritime fraud. Discussions highlighted the development of at least three capacity-building and training courses for each core crime area to strengthen regional enforcement capabilities.
Other significant matters requiring the consensus of all ASEAN Chiefs of Police were also deliberated, including: Finalizing the 2025 training calendar and sideline meetings to be hosted by the Myanmar Police Force (MPF); Establishing anti-scam centers across the region; Progressing the Memorandum of Understanding (MoU) with the Korean National Police Agency (KNPA); Enhancing the electronic ASEANAPOL Database System (e-ADS) with new services, databases, and features.

Implementing resolutions on anti-scam initiatives and child exploitation; and Expanding collaboration with new dialogue partners such as the FBI, and strengthening ties with INTERPOL and private sector entities.
Additionally, the meeting included discussions on extending the term of the Director for Plans and Programmes, finalizing the 2025 budget, and celebrating ASEANAPOL's founding anniversary. Key priorities highlighted were modernizing database servers, revising data collection forms, nominating focal points for core crime areas, and aligning efforts with regional law enforcement coordination centers.
The discussion concluded with several fruitful suggestions and proposals to further enhance the preparation for the 43rd ASEANAPOL Conference, scheduled for September 2025 in Bangkok, Thailand.
